HIGH-TECH COMPANY TO EXPAND IN BRIGHTON E-Chx to Create 31 New Jobs, Retain 19 Existing Jobs

 

Charles A. Gargano, chairman of Empire State Development, announced today that E-Chx, a local high-tech company, will invest more than $250,000 to expand into Brighton’s Canal View Office Park, enabling the company to retain 19 existing jobs and create 31 new jobs. The company committed to this project in New York State only after a special revision to the Monroe County Empire Zone was granted to accommodate it.

“The decision by E-Chx is tremendous news for the Rochester-area economy and an excellent example of how our Empire Zones program is helping New York State come out ahead when competing with other states to attract and retain important high-tech jobs such as these,” Gargano said. “As we move forward with Phase II of our high-tech efforts, we will create even more high-tech jobs in New York and will be well poised to meet our ambitious goal of creating one million new jobs by the end of the decade.”

Chairman Gargano also noted that the U.S. Department of Labor’s latest job numbers show the State added 25,400 new jobs from April to May – the largest gain in total new jobs of any state in the nation. In addition, unemployment numbers in New York dropped by more than 44,000 last month – the largest month-to-month decline in more than 20 years. 

E-Chx is a payroll service company with headquarters in Pittsford, N.Y., and a major service center in Atlanta, Ga. The company provides a complete array of payroll-related services including checks, earning statements, full tax-related services, quarterly tax and insurance reporting, and annual W-2’s. The 8-year-old company is experiencing a tremendous growth spurt because of the establishment of Internet-based access for its payroll services.

E-Chx President and CEO, Scott Seeman, said, “E-Chx is growing rapidly and we have a large operations center in Alpharetta, Georgia.  We considered relocating our headquarters there, but are very pleased to be staying in Monroe County. The incentives provided by New York State were a big factor in our decision to remain here.”

This announcement builds upon the recent success demonstrated in the Monroe County Empire Zone. Previously, Impact Technologies LLC, a high-tech engineering business whose major customers include the U.S. Navy, U.S. Air Force and General Electric, announced it will invest more than $700,000 to relocate from the Rochester Institute of Technology Incubator complex to Brighton’s Canal View Office Park, retaining 27 jobs and creating105 new jobs.  Empire Zone benefits also played a major role in Impact Technologies’ decision.

“This is exciting news for Brighton, for the Rochester area, and for all of New York State,” Chairman Gargano added. “Our economy becomes stronger and our future becomes brighter whenever a company places its confidence in the Empire State. I congratulate both of these companies for deciding to grow in Monroe County. These announcements are further proof that the Empire Zones program is one of the most vital economic development tools in our arsenal.”

In consideration of the company’s commitment to New York State, E-Chx is eligible to apply to Empire State Development for a $75,000 Capital Grant to offset machinery costs. The company will also receive benefits through New York State’s Empire Zone program.

In addition to making smart investments and employing power economic development tools like our Empire Zones program to help companies expand and create new jobs, Governor Pataki’s proposed Budget provides strong support for Phase II of New York's High-Tech/Biotech Efforts to encourage new investment and job creation in emerging high-tech and biotechnology industries across New York State.

Phase II includes: $350 million for a Higher Education Capital Matching Grants Program; a new Biotech Capital Access Program; additional support for the Centers of Excellence program; and the establishment of a new High Tech Council to further foster the partnership between State government, the private sector and New York’s top-flight universities and research institutions.
